There are no fees and you can change your current address to anything you want. Here is an example ( my forum's address ): www.z15.invisionfree.com/AnbuRootClan, I changed it to: www.anburootclan.co.nr. The only drawback is that there is only one choice: .co.nr . You can't change it to .com, .org, .net, etc. There is very little information required to sign up and you must post their advertisement on your site's home page. Here it is:
